˜No Vacancies' for Blacks: How Donald Trump Got His Start, and Was First Accused of Bias

Over the next decade, as Donald J. Trump assumed an increasingly prominent role in the business, the company's practice of turning away potential black tenants was painstakingly documented by activists and organizations that viewed equal housing as the next frontier in the civil rights struggle.

The Justice Department undertook its own investigation and, in 1973, sued Trump Management for discriminating against blacks. Both Fred Trump, the company's chairman, and Donald Trump, its president, were named as defendants. It was front-page news, and for Donald, amounted to his debut in the public eye.

...an investigation by The New York Times ' drawing on decades-old files from the New York City Commission on Human Rights, internal Justice Department records, court documents and interviews with tenants, civil rights activists and prosecutors' uncovered a long history of racial bias at his family's properties, in New York and beyond.

Complaints about the Trump organization's rental policies continued to mount: By 1967, state investigators found that out of some 3,700 apartments in Trump Village, seven were occupied by African-American families.

Like Ms. Brown, the few minorities who did live in Trump-owned buildings often had to force their way in.

The young Mr. Trump also spent time in Norfolk, helping manage the housing complexes his father built there in the 1940s. Similar complaints of discrimination surfaced at those properties beginning in the mid-1960s, and were documented by Ellis James, an equal housing activist.

'The managers on site were usually not very sophisticated,' Mr. James, now 78, recalled. 'Some were dedicated segregationists, but most of them were more concerned with following the policies they were directed to keep.'

A former Trump superintendent named Thomas Miranda testified that multiple Trump Management employees had instructed him to attach a separate piece of paper with a big letter 'C' on it ' for 'colored'.. 'C' to any application filed by a black apartment-seeker.

A few years later, the government accused the Trumps of violating the consent decree. 'We believe that an underlying pattern of discrimination continues to exist in the Trump Management organization,' a Justice Department lawyer wrote to Mr. Cohn in 1978.

Once again, the government marshaled numerous examples of blacks being denied Trump apartments. But this time, it also identified a pattern of racial steering.

While more black families were now renting in Trump-owned buildings, the government said, many had been confined to a small number of complexes. And tenants in some of these buildings had complained about the conditions, from falling plaster to rusty light fixtures to bloodstained floors.

Trump’s real-estate company tried to avoid renting apartments to African-Americans in the 1970s and gave preferential treatment to whites, according to the federal government.

I hate it. … I think that the guy is lazy. And it’s probably not his fault, because laziness is a trait in blacks.”

Another revealing moment came in 1989, when New York City was convulsed by the 'Central Park jogger' case, a rape and beating of a young white woman. Five black and Latino teenagers were arrested.

Trump stepped in, denounced Mayor Ed Koch's call for peace and bought full-page newspaper ads calling for the death penalty. The five teenagers spent years in prison before being exonerated. In retrospect, they suffered a modern version of a lynching, and Trump played a part in whipping up the crowds.

As Trump moved into casinos, discrimination followed. In the 1980s, according to a former Trump casino worker, Kip Brown, who was quoted by The New Yorker: 'When Donald and Ivana came to the casino, the bosses would order all the black people off the floor.' ¦ They put us all in the back.'

In 1991, a book by John O'Donnell, who had been president of the Trump Plaza Hotel and Casino in Atlantic City, quoted Trump as criticizing a black accountant and saying: 'Black guys counting my money! I hate it. The only kind of people I want counting my money are short guys that wear yarmulkes every day. '¦ I think that the guy is lazy. And it's probably not his fault, because laziness is a trait in blacks. It really is, I believe that. It's not anything they can control.' O'Donnell wrote that for months afterward, Trump pressed him to fire the black accountant, until the man resigned of his own accord.

Trump eventually denied making those comments. But in 1997 in a Playboy interview, he conceded 'the stuff O'Donnell wrote about me is probably true.'

The recent record may be more familiar: Trump's suggestions that President Obama was born in Kenya; his insinuations that Obama was admitted to Ivy League schools only because of affirmative action; his denunciations of Mexican immigrants as, in many cases, criminals, drug dealers, rapists; his calls for a temporary ban on Muslims entering the United States; his dismissal of an American-born judge of Mexican ancestry as a Mexican who cannot fairly hear his case; his reluctance to distance himself from the Ku Klux Klan in a television interview; his retweet of a graphic suggesting that 81 percent of white murder victims are killed by blacks (the actual figure is about 15 percent); and so on.

Trump has also retweeted messages from white supremacists or Nazi sympathizers, including two from an account called @WhiteGenocideTM with a photo of the American Nazi Party's founder.

Here we have a man who for more than four decades has been repeatedly associated with racial discrimination or bigoted comments about minorities, some of them made on television for all to see. While any one episode may be ambiguous, what emerges over more than four decades is a narrative arc, a consistent pattern ' and I don't see what else to call it but racism.

He uses the gang MS-13 to disparage all immigrants. Among many other statements, he has suggested that Obama’s protection of the Dreamers — otherwise law-abiding immigrants who were brought to the United States illegally as children — contributed to the spread of MS-13.

Trump once referred to a Hispanic Miss Universe as “Miss Housekeeping.”

In December 2015, Trump called for a “a total and complete shutdown of Muslims entering the United States,” including refusing to readmit Muslim-American citizens who were outside of the country at the time.

He called some of those who marched alongside white supremacists in Charlottesville, Va., last August “very fine people.”

After David Duke, the former leader of the Ku Klux Klan, endorsed him, Trump was reluctant to disavow Duke even when asked directly on television.

Trump hired Steve Bannon as his campaign head and later White House chief strategist. Under Bannon’s leadership, the website Breitbart made white nationalism a central theme. It featured a section, for example, on “black crime.”

Trump endorsed and campaigned for Roy Moore, the Alabama Senate candidate who spoke positively about slavery and who called for an African-American Muslim member of Congress not to be seated because of his religion.

Trump pardoned – and fulsomely praises – Joe Arpaio, the Arizona sheriff sanctioned for racially profiling Latinos and for keeping immigrants in brutal prison conditions.

Trump said a federal judge hearing a case about Trump University was biased because of the judge’s Mexican heritage.
In a White House meeting with a Korean-American intelligence analyst briefing him on Pakistan, Trump wondered aloud why she was not working on North Korea policy.

Trump has trafficked in anti-Semitic caricatures, including the tweeting of a six-pointed star alongside a pile of cash. He has also been reluctant to condemn anti-Semitic attacks on journalists from his supporters, and he echoed neo-Nazi conspiracy theories by saying that Hillary Clinton “meets in secret with international banks to plot the destruction of U.S. sovereignty in order to enrich these global financial powers, her special interest friends and her donors.”
Denigrating Native Americans

In the 1990s, Trump took out advertisements alleging that the “Mohawk Indian record of criminal activity is well documented.” At the time, he was fighting competition for his casino business.

In a 1993 radio interview, he suggested that Native Americans in Connecticut were faking their ancestry. “I think I might have more Indian blood than a lot of the so-called Indians that are trying to open up the reservations.”

In a November 2017 meeting with Navajo veterans of World War II, Trump mocked Senator Elizabeth Warren as “Pocahontas.”
